Motivation
lstk deploycan deploy a workspace's Terraform, CDK, or SAM code into LocalStack, and this change encourages users to run that command. This PR add a new randomly-selected "start-up tip" to encourage the user to runlstk deploy, but only if the current workspace contains IaC code.Solution
