[v3} patches should only print log message when actually doing something

right now we're printing stuff like "applying php 8.2.0 patch" even when building 8.5.

I currently have no better idea except using return value to check patches working. #[ConditionalOn] is not suited for patch annotations with multiple if conditions.

Yes, return value like before was my idea. I didn't want to shove it into v3/pgo branch because it's already massive enough and should stay focused on the zig improvements needed to make pgo possible.
